PADI lists the maximum depth of Horsehead Reef as 40 meters, which contradicts the accepted minimum depth of 30 meters if the minimum is implied to be significantly shallower than the maximum. Dive Mindoro states a maximum depth of 54m for Horsehead Reef, which is a maximum depth but not a minimum depth.

About This Dive Site
Rock formations and large sea fans
Action Divers describes Horsehead Reef as rocky terrain with large gorgonian fans and whip coral. Its page lists a 35 m maximum. La Laguna Beach Club lists Horse Head Reef with a broader 24–40 m range.
Confirm the route and depth
The references may cover different parts of the reef; they do not establish a single agreed limit. Ask which formations the operator plans to visit, the intended depth and the experience needed for the conditions. A general novice label on a site page should not be used to decide whether a particular deep route is suitable.
Conditions and wildlife
Action Divers discusses timing the outing around current. The local team needs to assess the actual conditions and entry and pickup arrangements. These descriptions do not establish current visibility, water temperature, a reliable season or wildlife encounter rates.
A deeper wall beyond the reef
Dive Mindoro's Puerto Galera guide, first published in July 2023 and last modified in November 2025, gives Horse Head Reef a depth of 33 m with a deep wall at the end descending to 55 m, and says the reef takes its name from rock formations resembling a horse's head. It describes soft tree corals, large whip corals and expansive gorgonian sea fans, recommends the site for advanced divers because of its depth and strong currents, and says it is best explored during a weak flooding current, the same timing advice Action Divers gives. In its Fishbowl entry the same guide says Fishbowl and Horsehead Reef are interconnected, with boulders, crevices, canyons and deep walls, and places Horsehead Reef at approximately 54 m as the slightly deeper of the two areas.
Reported fish life
Dive Mindoro calls Horse Head Reef a bustling schooling site during flood tide, naming humpback snappers, sweetlips, spiralling schools of jacks and occasional rays and tunas, and says manta rays, barracudas, thresher sharks and hammerheads may also be encountered. These are the guide's own words about possibilities; no dated sighting is attached to them and nothing here should be read as an encounter rate.
Where the operators place it
Capt'n Gregg's 45-site chart lists Horse Head Reef as a charted waypoint with its highlight given as reef structure near the Canyons cluster and tells divers to let the crew confirm depth, level and current. Atlantis lists Horse Head at number 25 on its Puerto Galera site map between Fish Bowl and Shark Cave. La Laguna Beach Club's 24 to 40 m range and Action Divers' 35 m maximum therefore sit beside a 55 m wall figure from Dive Mindoro; the figures may describe different parts of the terrain and are left side by side rather than merged. The Action Divers page labels the site novice and above while Dive Mindoro recommends advanced divers, another disagreement the dive team should settle for the specific route.
