About This Dive Site
A sanctuary beside the resort
Shangri-La Mactan describes a six-hectare sanctuary off its beach, with reef assessments, coral restoration and fish-house work. These are the resort's reports, not an independent assessment of today's reef condition.
Shallow reef and technical terrain are different
Scotty's contribution on PADI describes a plateau around 3–20 m, a wall reaching 40 m and a deeper slope used for 100 m technical courses. The same page explicitly lists a 120 m maximum. That maximum is a single-source report, while 100 m describes a technical course. These figures have different scopes; neither describes a standard recreational outing.
Confirm access and the planned area
The resort also describes guided snorkelling. Ask which sanctuary activity or reef section is offered, what access arrangements apply and what training the specific dive requires. Resort proximity does not establish public beach access, and the technical terrain should not be read as a recommended profile.
How the sanctuary came about
Shangri-La Mactan's sustainability page states that the reef off its beach was designated a marine protected area in 2006 and that the resort launched its Sanctuary (Care for Nature) programme in 2007, working with the University of the Philippines Marine Science Institute on reef assessments, coral transplanting and fish houses; it reports more than 400 coral fragments transplanted and 80 fish houses deployed, a 2024 workshop on coral-spawning enhancement, and recent surveys showing a healthy level of fish biomass. Joe's Scuba Shack's Mactan review, updated 10 August 2022, says the sanctuary was created in 2007 jointly by the resort, Scotty's Dive Centre and the Lapu-Lapu City government on an area that in the 1990s was strewn with garbage. A Divernet feature of 18 November 2018 describes the house reef as a dynamite-fishing graveyard when Scotty's opened and says the sanctuary is now closed to boat traffic and policed by round-the-clock rangers. The resort's recreation page adds that Typhoon Odette left the sanctuary in ruins and that a recovery campaign followed; the sustainability page and the 2022 and 2018 accounts describe different moments, and the reef's present condition is not assessed here.
Features reported by the operator
Scotty's own sanctuary page, captured by the Wayback Machine on 9 June 2025, says the dive site is in front of its dive centre, that staff clean the sanctuary of plastic, check biodiversity and control crown-of-thorns starfish, and that it maintains the sanctuary with the resort and the Amores foundation. It reports a wooden wreck sunk at 16 metres in 2011 that is now covered in soft corals and sea fans, barracuda living in the sanctuary including one of about 1.6 metres, and schools of jacks and snappers with lionfish, nudibranchs, eels and sole on the seabed. Divernet's 2018 writer likewise highlighted a large school of resident jacks and fields of finger coral, and described a shallow night dive on the house reef. These are dated observations, not guarantees.
Depth descriptions do not agree
Kontiki Divers' site list says the reef slopes gently to about 30 metres before drop-offs fall to about 50 metres; Joe's Scuba Shack, whose wording closely resembles Kontiki's and is treated as the same lineage, gives 30 metres then 48 metres; Scotty's gives a plateau to 20 metres, a wall to 40 metres and a sandy slope to 100 metres used for technical courses. These are left side by side, not reconciled. SunStar's report of 30 December 2023 lists Shangri-La Reef and Shangri-La Sanctuary among the sites named in Lapu-Lapu City's 100 peso environmental-fee ordinance, then awaiting the mayor's signature; Divernet quoted 2018 prices of 32 pounds for a shore dive. Current fees and access for non-guests must be confirmed with Scotty's or the resort.
